1. Development of services for the implementation of the INSPIRE Directive

1.1. Preparations for procurement documentation for the development and implementation of downloading and transformation services; and an upgrade of search and view services. Consultations with Norwegian partner are ongoing to find the best approach. At this stage of the project, the Norwegian and Estonian experts are working together. Group of experts from the Estonian Land Board is involved; there is no intention to hire additional foreign experts.

Procurement Documents have been approved and procurement is announced in the public procurement registry.

 

1.2. Procurement procedures have been carried out according to the Public Procurement Act.

02/2014-04/2014

Procurement contractor has been selected and the contract has been signed.

 

1.3. The contracted company will align data themes specified in the Directive Annex I, II and III with the INSPIRE requirements and will ensure the following necessary IT infrastructure updates:

  1. development and implementation of downloading and transformation services;
  2. upgrade of existing search and view services;
  3. through created services, establish access to spatial information managed by Estonian Land Board;

make necessary changes to the website of the Estonian Geoportal in order to present the developed services.

Estonian Geoportal development and data transfer operations are carried out simultaneously and therefore it is not possible to divide temporal stages of the project. During data transfer it is possible to divide the work into four phases:

1. Analysis of the existing data from the Estonian Land Board;

2. Construction of the converters;

3. Transferring data to INSPIRE databases;

 4. Developing services.

Each stage requires the final approval of the customer.

Approval process will follow the completion of the work and will be in reproducible form.

During work period, workshops between the client and contractor are planned minimum 2 times per month.

A warranty period precedes the acceptance of the final outcome of the project. During this period Estonian Land Board verifies the work and the contractor has an obligation to correct all mistakes found.

At this stage, experts from the Estonian Land Board and contractor are working on the development of services.

02/2014-04/2014

The necessary IT infrastructure (hardware and software) has been established and is functional, and services are ready to be used by data administrators.

IT infrastructure for existing search and view services has been updated and sufficient capacity to provide services according to the INSPIRE requirements has been established.

 

The contractor has delivered the work and the payment has been made

 

1.4. Introducing the project and publishing results

In order to introduce the project, a special EEA website linked from the website of the Estonian Land Board and the Estonian Geoportal will be created. It will provide the general public information about the progress of the project. After the finalization of the procurement, a press release will be issued and a public seminar organized, during which the Estonian Land Board and the contractor will present project results. During the launch of the Estonian Geoportal, the Norwegian donor program which provided assistance will be referred to.

2. Updating land cover data

 

2.1. Compiling tender documentation to align the land cover data from the Directive Annex II to the INSPIRE requirements. Updating land cover data will be organized in one two-stage procurement. Documentation will be completed by applying the expert knowledge from the Estonian Land Board and Norway.

2.2. Procurement procedure in accordance with the Public Procurement Act.

During the bidding process, the applicants complete a test assignment; therefore, the period of the procurement process is longer than usual.

04/2014-05/2014

Contractor has been selected and the contract is signed.

 

 

2.3. Updating land cover data. Phase I approximately 8.5% of the Estonian territory.

Data is updated in compliance with the INSPIRE data specifications. An expert from the Estonian Land Board dealing with control is working on this.

06/2014-03/2015

8,5% of the Estonian land cover data comply with the INSPIRE data specifications and have been transferred to the right database.

 

2.4. Updating land cover data. Phase II approximately 8.5% of the Estonian territory.

Data is updated in compliance with the INSPIRE data specifications. An expert from the Estonian Land Board dealing with control is working on this.

03/2015-12/2015
